Project Description:

This Consultancy was to provide technical assessments for the operationalisation of of REDD+ in Belize, namely by developing the:

Strategic Environmental and Social Assessment (SESA) for the REDD+ Strategy of Belize;

Environmental and Social Management Framework (ESMF), associated with SESA and REDD+ Strategy. This includes the following additional safeguards instruments that were developed under the umbrella of the ESMF: Resettlement Policy Framework (RPF); Process Framework (PF) and Indigenous Peoples Planning Framework (IPPF);

Safeguard Information System (SIS) arising from the ESMF, SESA, and REDD+ Strategy; and a,

Belize REDD+ Strategy.

Services Provided:

1. Preparation of REDD+ Strategy

Identifying and analysing the main direct and indirect causes of deforestation and forest degradation; Assessing land tenure and natural resource rights and land use patterns as part of integrated planning framework for land and resource management with a particular focus on indigenous peoples both at the national and local levels;

Designing of effective and strategic options for REDD+, including the mainstreaming of REDD+ into different sectors of the economy, and an implementation framework for REDD+;

Preparing a SESA work plan and carrying out of SESAw in accordance with the terms of such work plan, including diagnostic studies to assess the key risks of the strategic options;

Preparing an ESMF, including if applicable, an Indigenous Peoples Planning Framework (IPPF), a Resettlement Planning Framework (RPF) all in accordance with the World Bank Safeguard Policies
